Rovers are the leaders of tomorrow; Scouting flourishes with their participation and involvement. Successful Rovering ensures the continuing success of the Movement.
World Scout Moots are gatherings of members of senior branches of National Scout Associations (traditionally called Rovers) and other young adult members. Participants range in age from 18 to 25 inclusive. Moots provide an opportunity for young adults in Scouting to meet together with the objective of improving their international understanding as citizens of the world.
World Rover Moots were replaced by World Moot Years between 1965 and 1982. This change was with the aim of increasing the number of events and accessibility to Rovers. In 1985, the World Scout Conference decided to reinstate World Moots and, in 1993 decided to hold them every four years. Several national and regional moots are held each year.

*About World Scout Moot: The World Scout Moot is a gathering of older Scouts, mainly Rover Scouts, ages 18-26 (although there was no upper age limit for the earlier Moots) from all over the world. Moots are held every four years and are organized by the World Organization of the Scout Movement (WOSM).
The original name was World Rover Moot, which was later changed to World Moot (because the term Rover was less and less used) and later to World Scout Moot. The World Scout Jamboree is a similar event, also organized by the WOSM, for Scouts aged 14-17. The next World Scout Moot was due to be held in Mozambique in 2008, but now it will be held elsewhere.
