The idea of forming a Rovers' Crew was mooted by Mr. Tan Beng Siang in early 1996. After the standardization test of the Agong Scout (formerly called the King Scout), a few boys and girls met Mr. Tan Beng Siang on 30th December 1996 to discuss the formation of the Tranquerah Rovers.

During the first meeting, the alphabet 'E' was chosen for the group and a committee was formed. They consist of

Secretary: Mr. Tan Beng Siang
Treasurer: Mr. Lee Kok Chun
Committee: Ms. Tan Eng Mui
Scouter: Mr. Tan Beng Siang

Initially the crew members consists of 3 girls and 6 boys. After a few months, membership increased to almost 30.

On 30th December 1996, the Rovers 'E' was formally formed and registered on 23th May 1997. Being the only Rover's Crew in the Tranquerah District, the members were very active throughout the year, helping in the running of all activities organised by the District and many of those organised by the state.

Echo-Rover Scout Group (KPKE), Kota Kinabalu District was officially registered with the Scout Association of Malaysia on the 22nd September, 1994.

The formation of the crew was initiated by some King Scouts and ex-scouts of the 1st Kota Kinabalu (1st K.K) District Scout group. As the Crew was sponsored by All Saints Secondary School, the initial aim of the Crew is to attract the ex-scouts of the 1st K.K. to join the Crew and to continue scouting.

They are a crew of Rover Scouts based in Damansara Utama, Petaling Jaya, where the name of their crew is Petaling 'H'. They're also fondly known as the Hawk Rovers. Their crew is an Open crew where it is not attached to any institutes of higher learning. The crew is made up of young adult scouts aged 17½ years and above who are either full-time college students or working professionals.

Most of them have an average of 5 years' scouting experience behind us prior to joining the crew, although experience is not a prerequisite to become a rover. It is formerly known as Hawk Rovers.

Formed by Mr. Ekbert Yong Yen Loong (now Scoutmaster for the crew and Assistant District Commissioner for Petaling (Administration & IT)) in June 1997. It started off with 7 members headed by Mr. Edwin Lee Town Ley as the Crew Leader. Rover 'H' Petaling Scout Crew was officially established as a Rover Crew ten months later by Mr Ekbert Yong with permission from District Comissioner Tuan Haji Jamil B. Ali, on the 16th of March 1998, bearing the registration number M9320 given by The Scout Association of Malaysia (Persekutuan Pengakap Malaysia).
